Homes can be seasonal for various reasons including: not being located on a year round road (not plowed in the winter), the home may also not have a central heat source and many just draw water from the lake or river so no water availability in the cold weather. Many seasonal homes are also on piers, not full foundations so there is no way to keep the water pipes from freezing or to adequately keep the home warm if it is located in a climate that gets very cold in the winter.

As far as whom to contact to make it year round I would recommend looking for contractors in the area where the cottage or house is located.
